Sale Pending on 352 Primrose Drive SE

Medicine Hat – City Council will consider the sale of 352 Primrose Drive SE to Connaught Commons Inc, an affiliate of Enclave Ventures Inc., at its regular meeting Monday, October 21.

After land use rezoning approval in December 2018, the sales and pricing strategy for the property was approved by Council in May 2019. Subsequently an expression of interest (EOI) process was initiated, outlining site specific design guidelines agreed upon by Council. The guidelines were developed to ensure the resulting multi-family development would be sensitive to and consistent with the appearance of the surrounding neighbourhood.

The single proposal received through the EOI process was shared with Council in August and deemed to be satisfactory. Council directed Economic Development and Land to enter into negotiations with the purchaser, Connaught Commons Inc. As a result, a real estate purchase contract is now ready to for Council’s consideration and approval.

“The proposed development follows the site specific design guidelines Council outlined earlier this year,” said Grant MacKay, General Manager of Economic Development & Land. “These guidelines help to address built-form, design, street interface, construction material quality and landscaping – ensuring appropriate fit with the existing neighborhood.”

The proposed development, referred to as ‘Connaught Commons’, includes 61 units with a mix of duplexes, townhouses and stacked flats, where each dwelling has its own separate entrance to the exterior.

“In addition to meeting the design guidelines, this proposal met additional criteria, including Council’s strategic priority of prioritizing mature neighbourhoods and supporting infill development,” MacKay added.

Subject to Council approval of the purchase, Connaught Commons Inc. will proceed to close the sale no later than July 2020 upon satisfaction of their conditions, including obtaining design guideline approval and a development permit, which must meet all City standards for transportation, parking and servicing.
