Council Highlights February 20 2024

City Council adopted the following items into the corporate record: 

  • Emergency Advisory Committee Meeting Minutes of January 29, 2024 
  • Energy, Land and Environment Committee Meeting Minutes of February 1, 2024 
  • Corporate Services Committee Meeting Minutes of February 8, 2024

City Council received the following items for information: 

  • Municipal Emergency Management Plan 
  • Annual Community Warmth Update
  • 2024 Assessment Results 
  • Energy, Land and Environment Committee Outstanding Items of February 1, 2024 
  • Corporate Services Committee Outstanding Items of February 8, 2024 

Under unfinished business, City Council approved two motions: 

  • that City Administration prepare a report on a potential Capital Project Grant Program for Non-Profit Agencies to create eligibility criteria for Council's review with recommendations about different options for the amount of grant money dedicated to the program and the impact of any loss of investment income to the City.  

  • that City Administration consult with stakeholders, as presented, research innovative similar programs in other communities, and provide a report to Council by July 2024*. 

*This motion was in reference to potential support/options to address downtown challenges related to safety, security, and property concerns. 

Under new business, City Council: 

  • approved an extension from April 30, 2024, to July 15, 2024, for the presentation to Council of the final Environmental Framework with related funding requirements.   

  • Appointed Mayor Clark as the representative on the Southeast Alberta Rural Renewal Steering Committee until the 2024 City Council Organizational Meeting. 

Under committee business, City Council: 

  • Gave first reading to Bylaw 4800 to amend the Emergency Management Bylaw. The proposed amendments are administrative in nature including naming updates to address organizational and nomenclature changes.  

  • Approve the minimum sale price (reserve bid) for applicable properties and the sale conditions that apply to the Public Tax Sale Auction, as presented. In accordance with the Municipal Government Act, the City of Medicine Hat is required to establish the reserve bid and conditions for the 2024 Public Tax Auction for properties in tax arrears.
