Council Highlights November 21 2022

Under new business, City Council deferred the Relief Options for Low Income Residents to the December 5 meeting of City Council.

Randi Buchner, Superintendent, Engineering, introduced Bylaw #4721, a bylaw of the City of Medicine Hat to amend the Offsite Levy Bylaw. The amendments are proposed following a review of the Offsite Levy Bylaw and aim to strike a balance amongst the City, developers, builders, taxpayers, and ratepayers in terms of their responsibilities relative to the servicing costs of development within the City, align the bylaw with the 2020 Municipal Development Plan, align with current City bylaws and council priorities, and changes to provincial legislation and regulations, de-couple the municipal development subsidy (municipal assist) from the framework (with incentivization being managed separately) and create a fair, equitable, and transparent Offsite Levy Framework. First reading of the bylaw was passed at the November 7, 2022 meeting of City Council. Following a public hearing, City Council passed Bylaw #4721.

Travis Tuchscherer, Manager, Energy Marketing and Business introduced the annual rate bylaw amendments. First reading of the bylaws was passed at the November 7, 2022 meeting of City Council. Following a public hearing, City Council passed the following bylaws.

  1. Bylaw #4715, a bylaw of the City of Medicine Hat to amend certain rates and charges in the Sewer Bylaw.
  2. Bylaw #4716, a bylaw of the City of Medicine Hat to amend certain rates and charges in the Waste Bylaw.
  3. Bylaw #4717, a bylaw of the City of Medicine Hat to amend certain rates, fees and charges in the Water Service Bylaw.
  4. Bylaw #4722, a bylaw of the City of Medicine Hat to amend the contract options in the Gas Utility Bylaw.
  5. Bylaw #4723, a bylaw of the City of Medicine Hat to amend the contract options in the Electric Utility Bylaw.
  6. Bylaw #4726, a bylaw of the City of Medicine Hat to amend certain rates, fees and charges in the Gas Utility Bylaw.
  7. Bylaw #4727, a bylaw of the City of Medicine Hat to amend certain rates, fees and charges in the Electric Utility Bylaw.

Alan Murphy, Acting Chief of Police, and Vanessa Bonneville, City Controller, introduced the proposed 2023 and 2024 Medicine Hat Police Service Capital and Operational budget to City Council.

Rebecca Harper, Medicine Hat Public Library Board Chair, and Ken Feser, Chief Librarian presented the 2023 Budget Request to City Council.

Dennis Egert, Managing Director of Corporate Services and Chief Financial Officer, presented the Division of Corporate Services 2023 and 2024 budget to City Council.

Council approved a motion to defer the remaining items on the November 21 agenda to the next City Council meeting on December 5, 2022.
