Council Highlights November 7 2022

Medicine Hat Women’s Shelter representatives Natasha Carvalho, Executive Director and Peggy Revell, Community Education and Awareness Coordinator, presented to City Council on Family Violence Prevention Month.

City Manager, Glenn Feltham introduced the proposed 2023 and 2024 budgets to City Council by offering opening remarks, followed by a corporate budget introduction from Chief Financial Officer and Managing Director of Corporate Services, Dennis Egert. The proposed budget presentations proceeded as follows:

  1. Municipal Tax Supported and Invest Medicine Hat – Vanessa Bonneville, Manager of Financial Control and Reporting
  2. Commodity Based Business (COMCO) – Travis Tuchscherer, Manager, Energy Marketing and Business Analysis
  3. Rate Supported Utilities – Jaret Dickie, Manager, Municipal Services Business Support

Budget deliberations will begin at the Council Committee as a Whole meeting scheduled for November 16, 2022 in Council Chambers at 4 p.m.

Following the Rate Supported Utilities presentation, City Council passed first reading of the following bylaws:

  1. Bylaw #4726, a bylaw of the City of Medicine Hat to amend certain rates, fees and charges in the Gas Utility Bylaw.
  2. Bylaw #4727, a bylaw of the City of Medicine Hat to amend certain rates, fees and charges in the Electric Utility Bylaw.
  3. Bylaw #4715, a bylaw of the City of Medicine Hat to amend certain rates and charges in the Sewer Bylaw.
  4. Bylaw #4716, a bylaw of the City of Medicine Hat to amend certain rates and charges in the Waste Bylaw.
  5. Bylaw #4717, a bylaw of the City of Medicine Hat to amend certain rates, fees and charges in the Water Service Bylaw.

Public hearings will be held for each of the aforementioned bylaws at the November 21 meeting of City Council.

City Council approved a motion to direct administration to prepare utility relief options for those most disadvantaged and bring them to the next meeting of City Council.

City Council received the 2023-2024 City of Medicine Hat Business Plans for information.

Managing Director of Strategic Management and Analysis introduced the proposed Utility Retail Product Structures. City Council passed first reading of the following bylaws:

  1. Bylaw 4722, a bylaw of the City of Medicine Hat to amend the contract options in the Gas Utility Bylaw.
  2. Bylaw 4723, a bylaw of the City of Medicine Hat to amend the contract options in the Electric Utility Bylaw.

A presentation further explaining the proposed Utility Retail Produce Structures will occur at the November 21 meeting of City Council. Public hearings for each of Bylaw #4722 and Bylaw #4723 will also be held at the City Council meeting of November 21, 2022.

City Council adopted the minutes of the Emergency Advisory Committee Meeting of October 18, 2022 into the corporate record.

City Council adopted the minutes of the Energy and Infrastructure Committee Meeting of October 20, 2022 into the corporate record.

City Council adopted the minutes of the Public Services Committee Meeting of October 24, 2022 into the corporate record and passed the following motions:

  1. Approve the Truth and Reconciliation actions for 2023 listed in the agenda as amended (to add Accessibility alongside Diversity, Equity and Inclusion).
  2. Direct management to prepare and issue a request for proposal (‘RFP’) for the Monarch Theatre, and evaluate submissions based upon the criteria listed in the agenda.

City Council received the minutes of the Police Commission Meeting of September 26, 2022 for information.

Under new business, Managing Director of Strategic Management and Analysis, Rochelle Pancoast, introduced the Offsite Levy Bylaw Amendment. City Council passed first reading of Bylaw #4721, a bylaw of the City of Medicine Hat to amend Bylaw #4157, the Offsite Levy Bylaw. A presentation, as well as public hearing for Bylaw #4721, will be held at the November 21 meeting of City Council.

Under new business, Managing Director of Strategic Management and Analysis, Rochelle Pancoast, introduced a Proposed Road Closure – Spencer Street. City Council approved first, second and third reading of Bylaw #4720, a bylaw of the City of Medicine Hat to amend Bylaw #4695. The bylaw will address a previously rejected submission to Alberta Land Titles by adjusting wording on the application. Bylaw #4695 was signed and passed on April 18, 2022, to facilitate the closure of the road west of 511 Spencer Street SE to consolidate Spencer Street lots 203, 301, 507 and 511 in order to market the entire property. This registered road/lane is undeveloped, and the subject lands have been declared surplus to the City’s road network needs.

Under communications, City Council approved a motion to refer the Shortgrass Library Population Figure Update and Budget Request for 2023 and 2024 to the Council Committee of the Whole for consideration during budget deliberations.

Under communications, City Council approved a motion to refer a letter from the City of Lethbridge to the appropriate standing committee for further discussion. The letter requested the City of Medicine Hat support advocacy efforts for Alberta to return all funds generated from fine revenues directly to the police services that generated the fine revenue so that these funds may be applied to offset the burden of tax-supported policing.
