How To Participate/Application Form
The Solar Electric Incentive Program (the Program) offers rebates to residential utility customers to purchase and install solar PV systems on their homes. The rebate amount is awarded based on the size of the installed system.

To participate in the Program, follow the steps below:

  1. Determine your eligibility
    Before completing any work under the Program, please ensure that you read through the Terms & Conditions for eligibility requirements. For instance, you must currently have an Electric Utility account with the City of Medicine Hat to qualify.

  2. System Size Review
    HAT Smart will review historic consumption data for the proposed project location to ensure that the system size complies with the City of Medicine Hat Bylaws. Consumption will be based on the following:
    • Existing Residential Properties: Usage at the proposed installation site.
    • New Residential Properties: Usage from comparable sites.

    The applicant will then receive email confirmation of the review findings, specifying the maximum system size allowable for the project location. This email will include a link to the Part One application to reserve funds.

  3. Find a qualified service provider
    To be eligible for a rebate under the Program, your solar PV system must be installed by a qualified service provider. Click on one of the links below to find installers/contractors serving the Medicine Hat area.

  5. Reserve Funds
    A link to the Part One application will be included in the System Size Review confirmation email. Upon submission, the application will be entered into the funding queue.

    The applicant/contractor has 180 days from the date of the confirmation email to submit the microgeneration application to the City of Medicine Hat Utility Distribution Systems. Should the microgeneration application submission date exceed 180 days, the applicant will be removed from the queue and a new HAT Smart application will be required.

    The applicant will receive email confirmation of fund status This email will include a link to the Part Two application to be submitted on project completion.

  6. Submit your microgeneration application to City of Medicine Hat Utility Distribution Systems
    Before you install your solar PV system, you’ll need to get the project issued for construction by the City of Medicine Hat Utility Distribution Systems. A non-refundable fee of $500.00 must be paid before the application will be processed and a copy of the receipt forwarded to HAT Smart.

  7. When the City's electric engineers have approved your plan for construction, a signed Design Approval letter will be issued and a copy must be submitted to HAT Smart.

    Note: If proof of payment and approval letter are not received by HAT Smart, the application will be considered incomplete and will be removed from the queue.

  8. Obtain project permits
    For projects completed within Medicine Hat, applicable permits can be obtained from the City’s Planning and Development Services Department. Visit the Safety Codes Services webpage for further information.

  9. For Redcliff and Cypress County residents with a City of Medicine Hat Electric Utility account, visit one of the following sites to learn more about permits that may be required for your project.

  10. Purchase/lease and install the solar photovoltaic system and receive final inspection
    All invoices and receipts must be paid in full and dated between January 1, 2020 and December 31, 2020. After installing the qualifying system, your project will need to go through final inspections. A commissioning report from the City of Medicine Hat Utility Distribution Systems is required before submitting your Part Two application.

  11. Request your rebate
    A link to the Part Two application was included in the email confirmation sent upon receipt of the Part One application. Upon submission, the application will be processed for payment.

  12. Pending approval, your rebate will be paid in one of four ways:
    • Cheque: mailed to the address provided on your application form
    • Credit: applied to your City of Medicine Hat Utility Account in the next billing period
    • Direct Deposit: deposited directly in to your bank account.
    • Direct to the Contractor: The applicant may assign the payment of the rebate directly to the contractor upon project completion.

DEADLINE FOR APPLICATIONS: Deadline for applications is noon on January 8, 2021 (noon on the last business day before January 10 of the following year), provided Program funding is still available.

Rebates are processed on a FIRST COME, FIRST SERVED basis. Late or incomplete applications will be declined.

Note: All applications shall be subject to approval by HAT Smart. A completed Application Form is NOT a guarantee of eligibility for a rebate under the program, nor payment of the rebate itself. Rebates are based on fully completed Application Forms and issued on a first come, first served basis. An incomplete Application Form can result in a delay of payment or no payment if program funds have been exhausted.
