Quick SheetHow To Participate / Application Form
The Air Sealing Incentive Program (the Program) offers a rebate to residential utility customers to reduce the amount of air leaking into their homes. The rebate amount is awarded based on the improvement determined through a pre-retrofit and post-retrofit blower door test completed by an energy advisor.

To participate in the Program, follow the steps below:

  1. Determine your eligibility
  2. Before completing any work under the Program, please ensure that you read through the eligibility requirements and the Program Terms & Conditions. For instance, you must currently have an Electric or Natural Gas Utility account with the City of Medicine Hat to qualify.

  3. Submit PART ONE of your application to HAT Smart
  4. To reserve funding under the Program, submit a copy of PART ONE of your application before proceeding with any work. Upon receipt of your application, HAT Smart will provide confirmation that sufficient funding will be available to process your rebate. Your application will then be entered into the funding queue.

    Make sure you keep a copy of your application form to use for PART TWO. Original documentation will not be returned to the Applicant by HAT Smart.

  5. Find an Energy Advisor
  6. To be eligible for a rebate under this Program, the air sealing work must be verified by two blower door tests completed by an energy advisor. An energy advisor is an individual that has been trained and tested by Natural Resources Canada to perform all of the required modeling, testing, and associated paperwork required to obtain an EnerGuide rating.

  7. Complete a pre-retrofit blower door test
  8. This rebate requires a blower door test to be completed by an energy advisor to determine your pre-retrofit air infiltration rate. The first evaluation must be done before any air sealing work has begun.

  9. Complete the air sealing work
  10. You are not required to follow a prescriptive path to seal air leaks, as each home is unique. You can contact a local service provider to help you complete the work or do-it-yourself. Just make sure that all invoices and receipts for work completed or materials purchases are paid in full and dated between January 1, 2018 and December 31, 2018.

  11. Complete a post-retrofit blower door test
  12. After all of the air sealing work has been completed, a second blower door test must be completed by an energy advisor to determine the improvement.

  13. Submit PART TWO of your application and all required documentation to HAT Smart
  14. Complete and submit PART TWO of the application form to HAT Smart. Please ensure that you've attached all required documentation. Original documentation will not be returned to the Applicant by HAT Smart.

  15. Pending approval, you will receive your rebate in one of three ways:
    • Cheque: mailed to the address provided on your application form within 6 to 8 weeks
    • Credit: applied to your City of Medicine Hat Utility Account in the next billing period
    • Direct Deposit: deposited directly into your bank account. Complete the form below and return it to the City of Medicine Hat's Accounts Payable department. How to submit is located on the bottom of the form.

DEADLINE FOR APPLICATIONS: Deadline for applications is noon on January 4, 2019, provided Program funding is still available.

Rebates are processed on a FIRST COME, FIRST SERVED basis. Late or incomplete applications and/or applications received after Program funding has been fully exhausted will be declined.

Terms & Conditions / Eligibility
To qualify for a rebate under the Program, applicants must meet the following eligibility requirements:

  • All City of Medicine Hat residential Electric and/or Natural Gas Utility customers are eligible to apply once per residential address during the Program duration.
  • This incentive program is for existing residential properties. An existing home is any home built more than six months prior to installations, replacements, and/or upgrades.
  • Applicants are not required to follow a prescriptive path to meet the requirements of the Program. The rebate amount awarded under this program will be determined based on the percent decrease in air infiltration, as determined by a pre-retrofit and post-retrofit blower door test completed by a certified energy advisor.
  • Eligible Projects qualify for a rebate based on the decrease in air infiltration as follows: a 10-19% decrease will be eligible for a rebate of $500, a 20-29% decrease will be eligible for a rebate of $600, and a 30% or more decrease will be eligible for a rebate of $700.
  • Invoices and receipts must be paid in full and dated between January 1, 2018 and December 31, 2018. The Goods and Services Tax (GST) is not considered a part of the total project costs; therefore, HAT Smart rebates will be based on pre-tax amounts and will not exceed the amount of total project costs (before GST), regardless of the maximum listed rebate amount.
  • Combined incentives from government programs must not exceed 100% of eligible project costs.

Required Documentation
In order to process your application, we require a completed application form and all of the following documentation:

  • Detailed receipts or invoices (must include a description of the project, total costs, and proof of payment for each receipt/invoice)
  • A copy of the evaluation report(s) provided by the energy advisor.

Note: All applications shall be subject to approval by HAT Smart. A completed Application Form is NOT a guarantee of eligibility for a rebate under the program, nor payment of the rebate itself. Rebates are based on fully completed Application Forms and issued on a first come, first served basis. An incomplete Application Form can result in a delay of payment or no payment if program funds have been exhausted.

FAQs
Am I required to complete certain upgrades to qualify for the program?

How is the rebate calculated?

I live outside of Medicine Hat. Am I eligible for the HAT Smart rebates?
Yes, all City of Medicine Hat residential Electric and/or Natural Gas Utility customers are eligible to apply. If you are currently receiving a residential electric bill from the City of Medicine Hat, you are eligible to apply.

Am I guaranteed to receive funding if I submit an application?
All applications are subject to approval by HAT Smart. A completed application form is NOT a guarantee of eligibility for a rebate under the program, nor payment of the rebate itself. Rebates are based on fully completed application forms and issued on a first come, first served basis. An incomplete application form can result in a delay of payment or no payment if program funds have been exhausted.

Can I still submit my Part One application if the website shows the incentive has been fully utilized?
Yes, Part One application forms will continue to be accepted once scales show 100% utilization, however, funding is not guaranteed. Should an existing application be withdrawn, funding would go to the next eligible applicant.
