City announces new Managing Directors in organizational structure change

Medicine Hat – The City of Medicine Hat announces the appointment of Pat Bohan as Managing Director of Development and Infrastructure, and Rochelle Pancoast as Managing Director of Energy, Land and Environment, effective July 10, 2023.

Bohan has been acting as the interim Managing Director of the Energy and Infrastructure division since the departure of Brad Maynes in mid-June.

“I am pleased to welcome Pat to the City’s executive leadership team,” said City Manager Ann Mitchell. “As the Director of City Assets, Pat demonstrated a keen desire to collaborate with internal and external stakeholders. I am confident in his ability to lead the newly formed Development and Infrastructure division into the future while advancing Council’s strategic priorities, supporting staff, and serving our community.”

Bohan started with the City of Medicine Hat in September 2020 as the Director of Environmental Utilities and then Director of City Assets. He arrived with a 25-year history of progressive leadership across a spectrum of diverse, sophisticated corporations, collaborating in the development of new business models, technologies and creative solutions with GE Capital, Microsoft, and ENMAX.

“I look forward to bringing to the executive table the perspective I’ve gained from my years working with our unique assets,” says Bohan. “I am grateful for this opportunity.”

With the consolidation of Development and Infrastructure into a single division, the City’s organizational structure now consists of the following four divisions: Corporate Services, Development and Infrastructure, Energy, Land and Environment, and Public Services. The Corporate Services and Public Services divisions continue to be led by Managing Directors Dennis Egert and Brian Stauth, respectively. The Energy, Land and Environment division is now headed by Managing Director Rochelle Pancoast, head of the former Strategic Management and Analysis division.

“Significant work is required to address the energy transition that is facing this community and overall industry as a whole,” says Pancoast. “This new structure allows us to focus on the City’s core energy functions within one division while also advancing the City’s land and environmental efforts. I look forward to collaborating with our team and industry experts to position the City favourably in this time of energy transition.”
