Attend a public hearing, have your say.

The City of Medicine Hat holds public hearings to give residents a chance to share their thoughts on important decisions. These meetings follow rules set by Procedure Bylaw 4725 and happen before Council gives second approval of a bylaw and before Council votes on a resolution.

If you wish to speak, you can attend in person at City Hall or virtually using the Microsoft Teams link provided in the Council Agenda.

How to participate

While prior notification is not required, participants are strongly encouraged to contact the City Clerk’s department in advance to indicate their intent to speak, either in person or virtually. Doing so will help facilitate a more seamless and efficient process.

Members of the public may participate in writing by providing a written submission to the City Clerk’s office, in person during the public hearing, or online by utilizing the meeting link on the face of the agenda.

All participants, whether attending in person or virtually, are required to provide their full first and last name for the corporate record.

In writing 

Members of the public can submit written submissions to Council before the deadline set out in the public notice to clerk@medicinehat.ca. These submissions will be included in the meeting agenda. Late submissions will be shared with Council prior to the meeting but will not be included in the official agenda. If a submission does not meet the deadlines set out in the public notice, members of the public may still speak at a public hearing.

Submissions that contain hate speech, promote discrimination, are defamatory, or include offensive language will not be included in the meeting agenda or shared with City Council and the public.  

In person 

At the commencement of the public hearing, the Mayor will outline the sequence of events and procedural expectations for the session. Members of the public are invited to provide verbal submissions either in support of or in opposition to the proposed item under consideration. Speakers in support will be heard first, followed by those in opposition. All individuals wishing to speak must register their first and last name on the sheet provided and clearly state their name into the microphone when they approach the public podium.

Should a participant refer to any written or visual materials—such as maps, photographs, reports, or other documentation—they are required to submit a copy of such materials to administrative staff at the time of their submission, or forward to clerk@medicinehat.ca for distribution.

To ensure fairness, consistency, and the efficient use of time, each speaker is allotted a maximum of five (5) minutes to deliver their remarks. A countdown timer will be displayed to assist speakers in managing their time. Upon expiration of the allotted time, staff are authorized to deactivate the microphone to maintain the order and integrity of the proceedings.

Online 

For those attending virtually, the City utilizes Microsoft Teams as its meeting platform. Participants may need to download the application on their device in advance. To join the virtual meeting, please use the link provided on the front page of the agenda.

To attend virtually, you must show your face with your camera on and use the virtual hand-raising function at the appropriate juncture in the proceedings as detailed in section 4.55 of the Procedure Bylaw.

While we strive to facilitate smooth access to public hearings, we cannot control individual internet connections and appreciate your understanding. 

During a Public Hearing

  • Council must listen to anyone who claims they are affected by the proposed bylaw or decision, as long as they follow the proper procedures.
  • Council may also choose to hear from other people who want to share their thoughts.

Introduction 
City administration introduces the bylaw or resolution, usually in the form of a presentation. 
Applicant remarks 
The applicant proposing the change has up to 10 minutes to speak or make a presentation, following Administration’s presentation. 
Question period 
Council may ask questions of Administration and/or the applicant. 
Public remarks 
The Mayor invites members of the public to speak, including people joining virtually. Individuals can speak for up to 5 minutes, and groups who register can speak for up to 10 minutes.
Clarity 
Council may ask the public questions about their comments or ask Administration to clarify any points raised by the public.
Mayor officially ends the Public Hearing
