Council Highlights April 6 2020
Following a public hearing, City Council approved 2nd and 3rd reading of Bylaw #4616, a bylaw of the City of Medicine Hat to amend Bylaw #4168, the Land Use Bylaw. The homeowners are proposing an amendment to rezone the subject land (390 Aberdeen Street SE) from Low Density Residential to Mixed Use to accommodate a psychologist office.
Following a non-statutory public hearing, City Council approved a Direct Control application for a proposed five-storey mixed use building located at 603, 1 Street SE. The building consists of a main floor with a hotel lobby and two commercial spaces (one a cafe), a basement with a wine cellar, and 80 hotel suites on floors 2 through 5.
Through Administrative Committee, Council received for information Request for Proposal (RFP) Recommendation MW20-52 – Supply and Delivery of Six-Inch Trailer Mounted Trash Pumps. The RFP was awarded to the best evaluated bidder meeting specifications, Westquip Diesel Sales in the amount of $603,100.
Through Administrative Committee, Council received for information Request for Proposal (RFP) Recommendation EU20-41 – 5 Street SE Water and Sanitary Sewer Replacement. The RFP was awarded to the best evaluated bidder meeting specifications, ISL Engineering and Land Services Ltd. in the amount of $726,885.
Through Administrative Committee, Council approved the Request for Proposal (RFP) FS20-31 – Supply and Delivery of Gang Mowers to the single bid meeting specification: OakCreek Gold and Turf Ltd. in the amount of $505,905.00.
Also through Administrative Committee, Council received for information the Tender Recommendation – EU20-10 – 4th Avenue NE and 10 Ave SW Water & Sanitary Main Replacement to the best evaluated bid meeting specification, BYZ Enterprises Inc. in the amount of $3,131,526.00.
Through Administrative Committee, Council approved the Memorandum of Agreement (MOA) for Firefighting Services with Cypress County on the terms and conditions satisfactory to the CAO and the City Solicitor. The MOA indicates a multi-year term ending December 31, 2023.
City Council, through Administrative Committee, received for information Tender Recommendation FP20-23 City Hall Parkade MAU-EF Replacement to the lowest bid meeting specification, Pad-Car in the amount of $509,907.00.
City Council received for information Intermunicipal Collaboration Framework (ICF) & Intermunicipal Development Plan (IDP) Approvals. The City of Medicine Hat, Cypress County and Town of Redcliff have adopted an Intermunicipal Collaboration Framework (ICF) and updated Intermunicipal Development Plan (IDP) bylaws in accordance with the Municipal Government Act (MGA) and the Intermunicipal Collaboration Framework Regulation.
City Council received for information the minutes of the Heritage Resources Committee (HRC) meeting on March 10, 2020. HRC’s recommendation to instruct the City Solicitor to prepare a bylaw to designate Saratoga Park a municipal historic area was referred back to Administrative Committee.
Through Corporate Services Committee, City Council approved 1st, 2nd, and 3rd reading of Bylaw #4620, the Continuous Supplementary Assessment Bylaw. This bylaw will allow the Assessment Department the authorization to prepare the supplementary assessment for the tax year 2020 and in subsequent years until the bylaw is repealed. A recent change in the MGA allowed for a continuous bylaw, rather than adding a bylaw each year.
Under new business, City Council appointed Alfred Steinke to the Subdivision & Appeal Board with a term effective immediately and ending December 31, 2021.
