Council Highlights December 20 2021
Following a public hearing, City Council approved second and third reading of Bylaw #4685, a bylaw of the City of Medicine Hat to amend Bylaw #2379, the Water Service Bylaw.
Following a public hearing, City Council approved second and third reading of Bylaw #4686, a bylaw of the City of Medicine Hat to amend Bylaw # 1541, a bylaw of the City of Medicine Hat regulating the use of Public and Private Sewers and Drains and the Disposal of Sewage and the Discharge of Waters and Waste into the Medicine Hat Sewer System.
Following a public hearing, City Council approved second and third reading of Bylaw #4687 a Bylaw of the City of Medicine Hat to amend Bylaw #1805, the Waste Bylaw.
Following a public hearing, City Council approved second and third reading of Bylaw #4688 a Bylaw of the City of Medicine Hat to amend Bylaw #2244, the Electric Utility Bylaw.
Following a public hearing, City Council approved second and third reading of Bylaw #4689, a Bylaw of the City of Medicine Hat to amend Bylaw #2489, the Gas Utility Bylaw.
Through Public Services Committee, City Council approved a recommendation from the Community Vibrancy Advisory Board to award the 2022 Community Vibrancy Grants for a total of $43,000. Awards were as follows:
Chinook Village - $4,500
Free festival for older adults with chartered transportation to attend, with displays, speakers and workshops
Ever Active Communities - Be Fit for Life Medicine Hat - $3,000
Customized mobile carts for spontaneous recreation through community partners
Medicine Hat Cycle Co Op - $1,000
Volunteers fix donated bikes and give them to charities
Medicine Hat Folk Music Club (MHFMC) - $3,000
Café concert series during Tongue on the Post event
Willy & Cindy Taillon - $15,000
Four-day Hot Air Balloon Festival with 15 hot air balloons
Medicine Hat Jazz Society - $5,000
For Medicine Hat JazzFest - outdoor and online
Praxis Science Outreach Society - $5,000
Praxis 30th Anniversary Community Science Celebration outdoor daytime activities
RoadWorn Productions & Management - $5,000
Porchfest 2022 where local musicians perform on front porches in East Hill
South East Hill Neighbourhood Association (SEHNA) - $1,500
Neighborhood concession stand at Kiwanis Central Park kitchen
Through Public Services Committee, Council approved adding the Emergency Advisory Committee (EAC) as a standing committee. An annual meeting will be scheduled on City Council’s annual meeting calendar.
Through Administrative Committee, City Council approved a budget amendment of $375,000 to perform life cycle infrastructure components replacement work at the City of Medicine Hat owned Southlands Blvd Properties. The funding for this project will be through the Capital Reserves.
The minutes of the Municipal Planning Commission meeting of August 25, 2021 were received for information.
The minutes of the Police Commission meeting of November 25, 2021 were received for information.
Under unfinished business, City Council approved the 2022 Municipal and Invest Medicine Hat Budget Update as amended with the following options for Council consideration also approved with the update:
- City Centre Area Redevelopment Plan - $250,000 from operating reserves (approved at Dec. 6 meeting)
- Re-opening of Crestwood Rec Centre- $600,000 from operating reserves
- Re-opening of Moose Centre - $300,000 from operating reserves plus $1.2 million from capital reserves
- Staff resources for Mayor and Council - $250,000 from operating reserves
City Council approved a notice of motion from Councillor Sharps to have the Energy & Infrastructure Committee explore the Clean Energy Improvement Program (CEIP).
Through a secret ballot vote, City Council confirmed the following appointments to City of Medicine Hat boards/committees and commissions.
