Council Highlights February 17, 2026

Councillor Cocks highlighted the Family Day events at the Big Marble Go Centre, as well as other community activities. He also thanked Big Marble Farms for their support of the event in ensuring it was free for the community. Nearly 1,700 people attended the event.

Councillor Phaff wished the community a Happy Chinese New Year, with 2026 the year of the Horse.

Mayor Clark offered condolences to the community of Tumbler Ridge following the tragic events of February 10. She invited the community to submit letters or cards that will be included with the letter that City Council plans to send to Tumbler Ridge City Council. Residents who wish to send their condolences can drop off a letter or card in person at the City Clerk’s office on the 3rd floor of City Hall between 8:30 a.m. and 4:30 p.m., or email them to clerk@medicinehat.ca before noon on Monday, February 23.

The Consent Agenda is used by City Council to streamline meetings by grouping routine, non-controversial items - such as approval of previous minutes, standard reports, and minor administrative actions - into a single agenda item. These are approved in a single motion without discussion, though any member can request an item be removed for separate consideration. This process saves time and lets Council focus on more complex issues.

2026 Property Assessment Results 

City Assessor, Sue Sterkenburg, presented the 2026 Assessment Results to Council. The overall median market change for Single Family homes experienced an increase of 7.5% leading up to the July 1, 2025 valuation date. Non-Residential properties saw an overall median change of 3.0% (Commercial median change = 2.0%, Industrial median change = 4.0%, Hotel/Motel median change = 5.5% change.)

Assessment Notices will be mailed February 27, 2026 to approximately 29,110 Residential, Non-Residential, Multi-Family and Farmland properties. The complaint deadline for all property types is May 6, 2026. Property owners with questions about their assessment are asked to contact the Assessment Department at assessment@medicinehat.ca or 403-529-8114.

The 2026 Tax Rate Bylaw scenarios will be presented to Council beginning April 20, 2026 and May 4, 2026, for final approval. 2026 Tax Notices will be mailed on May 21 with the tax payment due date of June 30 being the last business day of June for all property types.

Bylaw 4870-2026 Rezoning of 1850 South Boundary Road SW

City Council gave first reading of Amending Bylaw 4870-2026, an application to rezone 1850 South Boundary Road SW from Future Urban District to Direct Control District. The application to rezone the parcel is to facilitate the future development of a mix of uses over a unique site with a variety of constraints/considerations. Direct Control is meant to accommodate the unique constraints and land use considerations for this site, including proximity to and protection of environmentally sensitive areas, and also allows Council to establish parameters for future development proposals over the site.

A public hearing will occur at the March 16 City Council meeting.

Bylaw 4871-2026 Proposed Land Title Designation Change for Berm Infrastructure

Council gave first reading to Bylaw 4871-2026 to change the boundaries of Municipal Reserve and Environment Reserve designated parcels to create Public Utility Lots for the “Berm Lands”. Land designations such as Environmental Reserve, Municipal Reserve and Public Utility Land are different than zoning identified through the Land Use Bylaw. This proposed land designation change does not  contemplate or propose any changes to the existing zoning of these parcels. As this infrastructure will require ongoing operations, maintenance and future work, guidance was received from Alberta Environment and Parks that the appropriate land designation for the Berm.

A public hearing will occur at the March 16 City Council meeting.

Community Vibrancy Advisory Board and Community Funding Framework

City Council approved an updated Community Funding Framework. The framework was updated with an improved scoring rubric that now separates festival and events with a separate rubric, and weights some categories more heavily (i.e., flagship events) while elements of innovation are weighted less.

The changes were in response to a July 2025 motion of Council directing administration to review and improve functioning of the bylaw, after twice amending the recommendations from Community Vibrancy Advisory Board (CVAB) and questioning the eligibility criteria and scoring rubric. The option to adjust the bylaw to make the CVAB the decision-making authority on the grants was examined, but ultimately not recommended as CVAB was consulted and preferred to remain a recommending body.

Following a notice of motion from Councillor Reynish at the February 2 meeting of City Council to pause further work on the Transportation Master Plan, Transportation Safety Strategy and Active Transportation Strategy, the full motion was presented as follows:

WHEREAS the City is currently undertaking work related to the Transportation Master Plan (TMP), with a due date to council of the end of Q1; 

WHEREAS recent transportation engagement has demonstrated the need to strengthen public trust and rebuild community confidence in transportation decision making that is aligned with  Council-approved policies, and to improve public understanding of how those policies inform decisions; and 

WHEREAS the Riverside Corridor engagement process presents an opportunity for focused trust building with the community; and 

WHEREAS the results of the 2026 IPSOS Survey will offer important insight into community perceptions and the impacts of recent transportation changes; and 

THEREFORE, BE IT RESOLVED THAT Council direct Administration to pause further TMP policy engagement until Q4 2026, and reengage on the Riverside Corridor engagement with a focus on trust-building activities;

AND THAT Administration use the 2026 IPSOS Survey results to provide Council with a broad assessment of the impact of recent transportation changes;

AND THAT Administration continue general public education on transportation planning processes;

AND FINALLY THAT the need for future TMP related policy changes be reassessed following the completion of the Riverside Corridor engagement, Council’s review of guiding statutory plans  and as public confidence in the engagement and decision-making process is strengthened.
