Council Highlights January 4 2021

Merrick Brown, Director of Emergency Management and HSE, provided City Council a City of
Medicine Hat COVID-19 update. Mr. Brown shared provincial COVID-19 data, spoke on the
impact of health restrictions, as well as the rollout of the vaccine in Alberta. Full details on public
health guidelines are available.

Fire Services Chief, Brian Stauth, presented the 2020 Medicine Hat Fire Services Strategic
Plan. The plan matches fire protection to projected community growth/needs over the next 30-
year period, replacing the 2012 strategic plan. It reflects the community growth outlook
described in the MyMH Master Plan, the City of Medicine Hat’s Municipal Development Plan
adopted in 2020.

Following a public hearing, City Council passed 2nd and 3rd reading of Bylaw #4656, a bylaw of
the City of Medicine Hat to amend bylaw #4168, the Land Use Bylaw. The amendment will see
1953 - 9 Avenue NE rezoned as Medium Density Residential from Low Density Residential.

City Council postponed a public hearing on the City Centre Development Agency 2021 budget
until the next meeting on January 18, 2021, allowing more time for stakeholder awareness (as
the notification period occurred over the holiday season.) The Municipal Government Act and
associated regulations require the City to provide copies of the CCDA budget to ratepayers and
identify a date and time in which ratepayers can speak to the CCDA budget at City Council.

Through Administrative Committee, City Council approved a recommendation to not cancel
$2,250.68 in municipal tax penalties for the property at 311 3 Street SE. The recommendation to
sustain the penalties was based on the principle that is not fair nor equitable to all property tax
customers in a similar tax recovery stage.

Through Administrative Committee, Council approved the reallocation of $6.1 million of
previously approved budget amounts to the ICIP COVID-19 Resilience Stream projects, which
will now be funded by the Investing in Canada Infrastructure Program grant. This federal grant
was created to provide provinces and territories added flexibility to fund quick-start, short-term
projects that might not otherwise be eligible under the existing funding streams.

Also through Administrative Committee, City Council approved the 2020 Medicine Hat Fire
Services Strategic Plan.

City Council received the December 8, 2020 minutes of the Heritage Resources Committee for
information.

City Council tabled the decision on the CCDA 2021 Budget until the January 18, 2021 meeting.

Under new business, City Council declared Monday, August 2, 2021 a Civic Holiday.
