Robert Sissons, Manager of Planning, introduced Bylaw 4771, to rezone the subject lands (401 Southlands Blvd. SE) from Community Services District to Medium Density Residential District. First reading occurred at the May 15 meeting of Council.

Robert Sissons, Manager of Planning, introduced Bylaw 4788, a bylaw of the City of Medicine Hat to rezone the subject lands (a portion of 2802 13th Ave. SE) from Open Space District to Mixed
Use District. First reading occurred at the May 15 meeting of Council.

City Council adopted the minutes of the Energy and Infrastructure Committee Meeting of May 18, 2023 into the corporate record and approved a tangible capital asset budget amendment to increase the 2023 capital budget by $3,000,000, funded from the Fleet Reserve to advance fleet capital funds from 2024 and 2027, respectively, to 2023 to support the purchase of two fire engine units.
Pat Bohan, Director of City Assets, provided a presentation on transportation safety, summarizing current transportation initiatives the City is undertaking to address various matters including vehicle speeding in residential areas and pedestrian/multi-modal user safety. He then provided a presentation on stormwater service, speaking to the critical infrastructure that provides value to the community in terms of protecting the environment, property, infrastructure and maintaining transportation during storm events.
City Council adopted the minutes of the Public Services Committee meeting of May 29, 2023 into the corporate record and defeated Bylaw 4681, a bylaw to amend the Responsible Animal Ownership Bylaw. The proposed amendments would have seen the provision to allow humane societies in the city to conduct a trap, neuter, and return (TNR) program, and to authorize the Director of Parks & Recreation to designate off-leash dog areas. Council then approved a motion to direct administration to add the item to the outstanding items list of the Public Services Committee. City Council also approved a motion to direct administration to organize a council engagement open meeting to discuss the Facilities for the Future feedback and recommendations.
