City Council received the following items for information:

From the items adopted into the corporate record, City Council inquired about Item 8.4 – Annual State of Parks and Recreation Report 2023: Upon inquiry, Council heard that the comprehensive fees and charges framework that considers several factors beyond traditional cost recovery rates referenced on page 10 of the report will apply to both individual and group users.

Under Committee Business:

  • City Council passed Bylaw 4811, Procurement Bylaw. This bylaw replaces Bylaw 3230 and now delegates the signing of purchasing contracts for the procurement by the City of goods, services, or other things of value to the City Manager (Designated Officer) acting alone. The change is intended to reduce the administrative process and create more efficiency with purchasing activities.
  • City Council approved updates to Policy 0147 Social Media. The policy update addresses a number of these considerations including increased need for secure account setup to mitigate risks related to account integrity; increased need for consistent account administration to support business continuity (related to staff turnover); ownership of/accountability for City of Medicine Hat social media accounts; defined expectations for employees that administer social media accounts for the City of Medicine Hat; and additional guidelines for City of Medicine Hat employees related to personal social media use.
