Prior to the regular City Council meeting, Mayor Clark called the annual Organization Meeting to order. This annual meeting determines the committee appointments of council members and confirms the meeting schedule for 2024. The following appointments were approved for the period October 17, 2023 – October 22, 2024.

Following the adjournment of the Organizational Meeting, the regular City Council meeting was called to order.

City Council received the following items for information:

  • Municipal Planning Commission meeting minutes of September 20,2023
  • Development Permits approved August 21 to September 10, 2023
  • Police Commission meeting minutes of June 21, 2023

Rochelle Pancoast, Managing Director of Energy, Land and Environment introduced Bylaw 4796, a Bylaw of the City of Medicine Hat to amend certain rates in the Electric Utility Bylaw. Following a non-statutory public hearing, City Council passed Bylaw 4796 as amended. The amendments to the bylaw include the following:

  • That COMCO sets the interim best market electric energy rates based on a quarterly reset of the wholesale one year forward curve.
  • That all current customers on contracts will be transferred to the new best market default rate, however, the customer would have 30 days after the effective date of the bylaw amendment to revert back to their contract if they choose.
  • This interim best market electric energy default rate approach will be maintained until replaced by decisions informed by the pending COMCO business review.
  • That a minimum rate of 7 cents per kWh and a maximum rate of 11 cents per kWh be implemented during the interim period.

Robert Sissons, Manager of Planning and Development Services, introduced Direct Control Development Application - PLDP20230518 - 1123 6 Avenue SE. Following a public hearing, Council approved the application subject to the conditions outlined in the report to Council. The approved application is for the development of a single detached house with a walkout basement at 1123 6 Avenue SE. The site is designated as Direct Control District in the Land Use Bylaw. It lies partly within Geophysical Risk Lands and the application is compliant with the Land Use Bylaw regulations.

Robert Sissons, Manager of Planning and Development Services, introduced Direct Control Development Application - PLDP20230484 – 1149 Factory Street SE. Following a public hearing, City Council approved the application, which will see the demolition of an industrial storage building at 1149 Factory St. SE.

Under new business, City Council gave first reading to a Proposed Lane Closure / Lot Consolidation at 240A 4 Avenue SW. A public hearing will occur at the November 6 meeting of City Council.
