Planning and Development Services staff Shawn Champagne, Senior Planner, and Randy Buchner, Superintendent of Engineering, introduced Bylaw #4703, a bylaw of the City of Medicine Hat to
adopt the Coulee Ridge Outline Plan. First reading occurred at the August 3 meeting of Council.
Following a public hearing, City Council passed Bylaw #4703, as amended.
Shawn Champagne, Senior Planner, introduced Bylaw #4704, a bylaw of the City of Medicine Hat to amend Bylaw #4168, the City of Medicine Hat Land Use Bylaw re: rezoning of lands located within the Coulee Ridge Outline Plan. First reading occurred at the August 3 meeting of Council.
Following a public hearing, City Council passed Bylaw #4704.
Robert Sissons, Manager of Planning, introduced Bylaw #4707, a bylaw of the City of Medicine Hat to amend Bylaw #4168, the City of Medicine Hat Land Use Bylaw re: text amendments. First reading occurred at the August 3 meeting of Council.
Following a public hearing, City Council passed Bylaw #4707.
City Council adopted the minutes of the Corporate Services Committee Meeting of August 11, 2022 into the corporate record. Council passed Bylaw #4712 to amend the Fees for Tax Certificates and Other Information Regarding Assessments and Taxes bylaw.
City Council adopted the minutes of the Energy and Infrastructure Committee Meeting of August 18, 2022 into the corporate record and passed a motion to have staff develop a plan for the upcoming capital budget cycle that would formalize the cost and payment structures for transitioning to higher amp service for all properties in order to keep up with provincial and federal push for electric vehicles, etc.
City Council adopted the minutes of the Public Services Committee Meeting of August 29, 2022 into the corporate record.
City Council adopted the minutes of the Administrative Committee Meeting of August 31, 2022 into the corporate record. Council then defeated a motion to have staff develop options for a pilot project regarding urban hens for council consideration by the end of the first quarter of 2023.
City Council passed first and second reading of Bylaw #4711, a bylaw of the City of Medicine Hat to amend Bylaw #3224, a bylaw to authorize the levying of a charge for dishonored payments. The amendment will see fee increases of dishonoured payment fees from $38 to the following: $40 effective January 1, 2023, and $41.50 effective January 1, 2024. The increases are meant to align with anticipated inflation increases in 2023 and 2024. Third reading of bylaw 4711 will come back before Council at the September 19 council meeting.
City Council passed Bylaw #4712, a bylaw of the City of Medicine Hat to amend Bylaw #3031, a bylaw to authorize tax certificate and information fees. The amendment will see the fees associated with sections 1(a), 1(b), 1 (c), 1(g), and 2 of Bylaw No. 3031 change to align with the average of mid-sized municipalities and anticipated inflation increases for 2024 as follows:

City Council passed Bylaw #4718, a bylaw of the City of Medicine Hat to revise Bylaw #4700, a bylaw of the City of Medicine Hat to close roads. The revised bylaw would see the closure of 14 Ave. SW and lot consolidation on this parcel of land to help facilitate the land available for the proposed Residuals Solids Handling Facility at the Power and Water Treatment Plant.
Under new business, City Council passed a resolution to support administrative participation in asset management training. Offered by Alberta Municipalities, in partnership with Rural Municipalities of Alberta (RMA) and Infrastructure Asset Management Alberta at no charge, the training requires a resolution of City Council to participate.
Under new business, City Council passed a motion directing staff to proceed with the offer of the position of Chief of Staff to Adam Nelson, effective on or about October 1, 2022.
