Intermunicipal Collaboration Framework Signed by City of Medicine Hat, Town of Redcliff, Cypress County

Medicine Hat – The Intermunicipal Collaboration Framework (ICF) document has been prepared following provincial legislation introduced in 2017. The ICF is intended to foster increased levels of intermunicipal collaboration by establishing a pattern for intermunicipal communication and connection, as well as encouraging and supporting delivery of services.




The ICF project was led by a Steering Committee consisting of appointed members of municipal Council of The City of Medicine Hat, Cypress County and the Town of Redcliff, staff from each municipality and a third-party consultant.




“This document may be a legislated requirement; however, the people who participated in the creation of this document went far beyond adhering to the legislative requirement. We focused on the positive outcomes for all three municipalities and the region as a whole,” said Councillor Julie Friesen with the City of Medicine Hat.




“The dedication of time and effort has produced a very good document that all three Municipalities should be able to mutually benefit from,” said Mayor Dwight Kilpatrick with the Town of Redcliff.




“This process has cultivated a deep affection and appreciation between residents and the varying challenges that are unique to each Municipality,” said Councillor Robin Kurpjuweit with Cypress County.

Water/Wastewater

Solid Waste



Shared Services

Emergency Services

Recreation Services

Pound/Animal Services



Cost sharing and/or revenue sharing agreements

Economic Development opportunities





The ICF initiative is timely, given the current financial environment. This new focus on collaboration between neighbouring Municipalities is anticipated to result in many new initiatives and positive outcomes for all of Southeast Alberta.
