Medicine Hat completes first step in creating a local Clean Energy Improvement Program

Medicine Hat – On April 17, 2023, Council passed Bylaw 4708 to authorize a Clean Energy Improvement Program (CEIP) in the City of Medicine Hat.

This is the first step in establishing a CEIP in Medicine Hat. The program is administered by Alberta Municipalities, in conjunction with the City of Medicine Hat. City officials will begin work on securing financing and grant funding, as well as developing the terms and conditions of the program before it opens to residents.

The CEIP allows residential property owners to obtain a loan from the City of Medicine Hat to make energy efficient renovations to their properties, and make payments back through their property taxes. Upgrades can include lighting, solar PV, heating, ventilation, air conditioning, windows, insulation and more.

“The Clean Energy Improvement Program provides affordable, flexible, long-term financing that removes the barrier of up-front costs of energy efficient home upgrades,” said Jonathan Linowski, business analyst for the City’s strategy and analysis department. “The program is unique in that the loan is attached to the property, not the property owner, and can offer a long repayment term up to the effective useful life of the eligible upgrades, which in some cases can be up to 25 years.”

Medicine Hat is the 23rd municipality in Alberta to pass a clean energy improvement tax bylaw. To date, nine Alberta municipalities have launched a CEIP program. Officials expect to launch the program in Medicine Hat in mid-2024.

CEIP financing can be stacked with rebate or incentive programs for energy efficient home upgrades, like the Canada Greener Homes Grant and Medicine Hat’s HAT Smart program.
