City announces third-party whistleblower service
Employees, contractors, suppliers, and members of the public now have a confidential third-party hotline and online portal through MNP Ethics Alert to report suspected wrongdoing involving the City of Medicine Hat.
On May 4, 2026, Medicine Hat City Council approved Whistleblower Policy 8051-2026. The policy intends to reinforce trust in City governance by clearly defining a method to receive and address concerns through an impartial, third-party service.
“We are committed to openness, accountability, and earning the trust of our community,” said Interim City Manager Joseph Hutter. “An important part of that commitment is providing a safe and accessible way for employees and members of the public to report serious wrongdoing like crime, fraud, unethical conduct, or violations of City policies and applicable legislation.”
The Whistleblower Policy and corresponding third-party reporting service provide an avenue to report claims of serious wrongdoing but the service is not intended as a mechanism for general service complaints, access to information requests, dissatisfaction with City decisions, or matters related to job performance. The whistleblower service also excludes reports of workplace violence, harassment, discrimination or disrespectful workplace behaviours, which should instead be reported and addressed in accordance with the City’s Respectful Workplace Policy 8047.
Anyone wishing to make a whistleblower complaint may call 1-866-529-9589 or visit https://whistleblower.mnp.ca/medicinehat to access the online portal. A link to MNP’s Ethics Alert portal is also available on the City’s website. Reporters will receive a 16-digit number they can use to anonymously track the status of the complaint going forward.
