About the Whistleblower Service
The Whistleblower Service is a confidential, third-party reporting process used to raise concerns about serious or potentially unlawful activity involving the City. Reports can be made by employees or members of the public when they believe, in good faith, that wrongdoing may have occurred.
When to use this service
The Whistleblower Service is intended for reporting serious concerns about wrongdoing.
Examples of concerns that may be reported through this service include:
- Fraud, theft, or misuse/mismanagement of public funds
- Unethical conduct, conflicts of interest, serious policy breaches, or abuse of authority
- Actions that could pose a significant risk to the safety of people or the environment, or harm the City's reputation
- Crime or suspected criminal activity
Reports may be submitted securely, and individuals may choose to remain anonymous where applicable.
The whistleblower service is not meant for:
- Requests for municipal services or service complaints
- Disagreements with municipal decisions or policies
- General complaints about the quality or timeliness of municipal services
- Personal disputes between members of the public and municipal employees

What to expect
Reports are accepted through a web portal, toll free telephone service, email and fax. You will have the option to provide contact information, but it is not required.
When you submit a report it will go directly to our third-party service provider: MNP.
The MNP Ethics Alert service is monitored 24 hours a day, seven days a week, 365 days a year in both English and French by trained operators who dispatch the information to investigators at MNP.
- Acknowledgement – You will receive confirmation that your report has been received and provided a 16-digit code (on screen if you report online, or from the correspondent by phone/email). You will need this code to log in to the portal to review the status of your claim.
- Initial review – The report is assessed to determine whether it falls within the scope of the Whistleblower Policy.
- Follow-up – You may be contacted (if you’ve provided contact information) for clarification or additional details.
- Investigation – If appropriate, the matter will be sent to a City Liaison for review.
- Outcome – While specific details may be limited due to privacy requirements, appropriate action will be taken where wrongdoing is substantiated.
Timelines vary depending on the nature and complexity of the concern, but every report is taken seriously and reviewed promptly.
