Scratch & Win

The Scratch and Win Incentive Program offers rebates to residential utility customers to purchase smaller conservation, energy efficient and renewable energy items in their homes.

Customers can apply up to two times in 2026 and win up to $100 back on the purchase of everyday items on each application. The maximum rebate for the year is $200 per residential address.

What's new for 2026?

The Scratch and Win Incentive Program now includes more rebate‑eligible items and clearer descriptions to help you confirm what qualifies.

Rebate amount

Customers are eligible for a maximum rebate of $200

You may submit either:

  • one Scratch and Win Request for Rebate for a maximum of $200

OR

  • two separate Scratch and Win Requests for Rebate to a maximum of $100 each

How to participate

1. Determine your eligibility

Before applying, read the Eligibility section below. Don’t forget to check out the FAQs!

To qualify for a rebate:

  • Applicants must receive a City of Medicine Hat residential electric and/or natural gas utility statement in their name for the Project address to qualify for a rebate in a Scratch and Win category.

    Condominiums are considered a commercial enterprise, and condominium associations do not qualify for HAT Smart residential rebates.
  • Purchases must appear on the list of eligible items (under Purchase an eligible item) and have been bought in Canada between January 1 and December 31, 2026 as evidenced by the date on invoices and/or receipts. Online purchases are only eligible if they are ordered from an online distributor in Canada.

2. Purchase an eligible item 

To qualify for a rebate, the eligible item(s) must save water, electricity and/or natural gas. Purchases can be made from a retailer, wholesaler, or online during 2026.

The following items are eligible for Scratch and Win. 

Mini Solar Panels (5-20 W)

  • Charge phone, tablets, and power banks
  • Ideal for window ledge and balconies

Solar powered Outdoor lighting

  • Motion-sensor security lights
  • Outdoor lighting for sheds, garages, and pathways that eliminate the need for wired outdoor fixtures (decorative lighting such as Christmas lights and string lights are not included)

Solar battery banks

  • Recharges via sunlight and replaces frequent wall-charging of devices

Smart plugs

  • Measures device energy use and automatically shuts off standby loads such as your TV when you are not home

Smart power bars

  • Senses when your TV or computer is off and cuts power to peripheral devices

Plug-in timer switches

  • Useful for heaters, fans, fish tank equipment etc.

Low-voltage USB appliances 

  • USB desk fans
  • USB LED lights

Lighting efficiency upgrades

  • Ultra efficient LED bulbs
  • Smart LEDs that auto-dim with ambient light
  • Solar-powered indoor lamps
  • Charges in a window and is usable at night without grid power

Decorative lighting such as Christmas/holiday lights and string lights are not eligible under the Scratch and Win program.

  • actively prevents overcharging and reduces standby/idle draw

Energy efficient window coverings

  • including honeycomb shades, solar shades, thermal/insulated curtains, reflective/heat blocking shades, exterior window shutters

Smart thermostats and programmable thermostats

Furnace filters

Vent deflectors

Fans including ceiling, portable, floor stand attic

Screen doors

Foam weather stripping tape

  • Self-adhesive, used around door frames, attic hatches, and older window frames

Door sweep/door bottom seal

  • Both the screw-on aluminum sweep or the adhesive vinyl sweep are eligible items

Rope caulk

  • This press-in caulk is ideal for older wooden windows and is usually removable making it renter-friendly!

Window insulation kits (shrink film)

  • Reduces winter heat loss by creating an insulating ‘dead air space’
  • Usually removable and therefore, renter-friendly!

Hot water pipe insulation

  • Reduces heat loss from water pipes = less water energy use

Silicone and acrylic latex caulking

  • Used for sealing window trim, baseboards, and gaps around pipes, vents, and cable penetrations

Expanding spray foam (low expansion)

  • Seals medium sized gaps around window and door frames

Outlet and switch insulation gaskets

  • Foam pads that are installed behind wall plates on exterior walls to prevent cold leaks through electrical boxes

Home energy monitor

  • Tracks home-wide usage in real time to help you understand your energy use habits 
  • Helps identify ‘energy hogs’

Appliance power meters

  • Plug-in device to test the true draw of individual appliances

Smart blinds

  • Auto-close during hot summer sun and auto-open in winter to allow passive heating

  • Furnace service
  • Air conditioner service
  • Air or ground source heat pump service
  • Heat and Energy Recovery Ventilators (HRV) or Energy Recovery Ventilators (ERV)
  • Duct cleaning
  • Bathroom fan replacement

Hot tub cover

  • Reduces heat loss from the water surface and reduces heater run-time

Pool covers (solar covers and thermal blankets)

  • Reduces overnight heat loss and can add heat during the day

Pool Pumps (energy efficient variable-speed pumps)

  • Variable-speed pumps use less electricity than single-speed pumps and can run longer at lower speed for better filtration at lower energy cost

Reel (manual) lawn mower

Outdoor timers for lights, pumps, and heaters

Block heater timers

  • Ensures your block heater runs only when needed instead of running all night

Bus Passes

Expert bike servicing and maintenance (electric bikes do not qualify for this rebate)

Outdoor clothes lines and indoor drying racks

  • Indirectly reduce dryer energy use

High efficiency and/or cold water washing detergents

  • Reduces the energy needed for water heating

Dryer balls (wool or silicone)

  • Reduce drying time by improving air flow

  • Dishwashers
  • Refrigerators and freezers
    • If your existing refrigerator or older freezer requires freon recovery by a qualified refrigeration contractor prior to disposal, this service is considered an eligible item and qualifies for a rebate under HAT Smart’s Scratch and Win Incentive Program!
  • Clothes washers
  • Clothes dryers
  • Furnace
  • Central air conditioner
  • Room air conditioners

3. Required documentation

Attach all required documentation, as outlined below.

A receipt(s) or invoice(s) dated between January 1 and December 31, 2026, which includes a description of the product, is required.

  • If details are not available on receipts/invoices, please provide product information that clearly shows a model number, description and Scratch and Win Incentive Program eligibility.
  • Information may be obtained from the retailer or manufacturer’s website.

Proof of payment is required for each receipt/invoice.

To find proof of ENERGY STAR® certification, you will need the Brand Name and Model Number of the appliance available from the retailer or Natural Resources Canada List of ENERGY STAR® certified products.

Once you've found your product, click on the model number to view/print the product specifications to submit with your final application.

4. Request your rebate

Apply online or visit the Customer Service desk at City Hall.

For online submission, a Customer Service representative will scratch a ticket on your behalf (in the presence of a witness) and apply the credit to your City of Medicine Hat residential utility account.

Requests for Rebate which do not include the required documentation and information will be rejected by HAT Smart. A new Request for Rebate will be required, which will be processed in the order it is received by HAT Smart.

Payment

Rebates are applied to your City of Medicine Hat utility account. Please allow up to four weeks for payment processing and residential utility account credit.
