Scratch and Win

The Scratch & Win Incentive Program offers rebates to residential utility customers to purchase and install smaller energy efficient and renewable energy items in their homes. Customers can win up to $200 back on the purchase of everyday items.

Scratch & Win helps customers save on smaller energy efficient purchases. From switching to LED lightbulbs, to installing a programmable thermostat, small changes add up to big savings!

How to participate
 
Determine your eligibility

Before completing any work under the program, please read the Eligibility section for incentive requirements. For instance, you must currently have an electric or natural gas utility account with the City of Medicine Hat to qualify.

Eligibility

To qualify for a rebate under the program, applicants must meet the following eligibility requirements:

  • All City of Medicine Hat residential Electric and/or Natural Gas Utility customers* are eligible to apply once per residential address during the Program duration.
  • Eligible items must appear on the list of qualified energy conservation/renewable energy items. If you have purchased an energy-saving item and it is not on the list, contact HAT Smart. To qualify, the suggested item(s) must save electricity and/or natural gas. Purchases can be made from a retailer, wholesaler, or online.
  • The maximum allowable amount per scratch is $200, not including GST. Receipts can be greater than $200, but the Scratch & Win percentage value will be calculated based on the $200 maximum.
  • Scratch tickets are available in denominations of 20%, 40%, 60%, 80%, and 100%. There is an equal number of each of the five denominations in circulation.
  • Invoices and receipts must be paid in full and dated between January 1 and December 31 of the application year. The Goods and Services Tax (GST) is not considered a part of the total project costs; therefore, HAT Smart rebates will be based on pre-tax amounts and will not exceed the amount of total project costs (before GST), regardless of the maximum listed rebate amount.
  • Purchases used for the HAT Smart Scratch & Win cannot be combined with any other HAT Smart incentive.

* If you live in a condo and your utilities are paid for through your condo fees or by the condo association, you would not be eligible to apply for HAT Smart since the condo building itself would then be considered a commercial enterprise.

 

Purchase a qualifying item 

Purchase a qualified energy conservation or renewable energy item. Eligible purchase items are listed in the Eligibility section. Purchases can be made from a retailer, wholesaler, or online.

Eligible items

The following items are eligible for Scratch and Win. If you have purchased an energy-saving item and it is not on the list, email HAT Smart. To qualify, the suggested item(s) must save electricity and/or natural gas.

Lighting and timers
Light emitting diode (LED)/compact fluorescent lights (CFL) bulbs, motion sensors, timers (programmable, outdoor, indoor, photoelectric).

Equipment and power bars

Watt meters, power cost monitors, energy monitors, smart battery chargers, power bars (surge protection, smart shutdown, timer, compact)

Outdoor and solar

Hot tub cover, pool cover, energy efficient pool pumps, awnings, push reel lawnmowers, solar lights, solar battery chargers

Home heating and cooling

Programmable thermostats, furnace filters, vent deflectors, fans (ceiling, portable, floor stand, attic), solar shades, shutters, energy efficient window coverings, screen doors

Insulation and sealing

Water piping insulation, outlet plate gaskets, weather stripping, expanding foam, sealing tapes, window kits, caulking (latex, silicone, acoustical, exterior, interior, multi-use)

Water heating and laundry

Low flow shower heads, faucet aerators, outdoor/indoor clothes lines, cold water washing detergents

Home servicing

Furnace, air conditioner, heat pump servicing, refrigerator removal

ENERGY STAR® certified appliances

Proof of ENERGY STAR® certification is required.

Vehicles and transportation

Block heater timers, cords (power saving, thermostatically controlled, timer setting), bus passes
Collect your documentation

You are required to include certain documentation along with your application. Omitting required documentation will be deemed an incomplete application, which will be declined by HAT Smart. Required documentation 

Attach all required documentation, as outlined below.

  1. Detailed receipts or invoices. Must show:
    • Product name. If it is not clear, please write it on the receipt
    • Proof of payment for each receipt/invoice

ENERGY STAR® certified appliances

Should you choose to submit a Scratch and Win application for appliances, we require the following documentation:

  1. Photo(s), clearly showing Model & Serial Numbers
  2. Documentation showing ENERGY STAR® Certification
Request your rebate

Once you have everything you need, apply online or visit the Customer Service desk at City Hall.

Scratch and win application

Upon submission, a Customer Service representative will scratch a ticket on your behalf (in the presence of a witness) and apply the credit to your City of Medicine Hat residential utility account.

Payment

Your rebate will be applied to your City of Medicine Hat Utility Account in the next billing period. Please allow two to four weeks for the credit, pending approval of this application.

 

Application terms and conditions

Scratch & Win Incentive Terms and Conditions

The following application terms and conditions (“Application Terms and Conditions”) establish the eligibility requirements and related terms and conditions for an application to the Scratch & Win Incentive Program (“Program”).

The application shall be subject to approval by HAT Smart. A completed application is neither a guarantee of eligibility for a rebate under the Program, nor payment of the rebate itself, and is subject to the following Application Terms and Conditions:

  1. The Program will be in effect from January 1 to December 31 (“Term”) of the application year, or until a time in which Program funding becomes fully subscribed.
  2. To be eligible for a rebate under the Program, the Applicant must be a City of Medicine Hat residential Electric and/or Natural Gas Utility customer. The Applicant is eligible for one (1) rebate per residential address during the Program Term.
  3. Applications will only be accepted for purchases and work completed within the Program Term, as evidenced by the corresponding sales receipt and/or invoice.
  4. Applications are processed on a first come, first served basis. The deadline to submit applications is noon on the last business day before January 10 of the following year, provided Program funding is still available. Late applications and/or applications received after Program funding has been fully exhausted will be declined.
  5. To qualify for a rebate under the Program, purchased items must appear on the list of qualified energy conservation/renewable energy items as it appears on the website (“Eligible Product”). Non-eligible products may be approved at HAT Smart's discretion, provided the product saves electricity and/or natural gas.
  6. Scratch tickets are available in denominations of 20%, 40%, 60%, 80%, and 100%. An equal number of each of the five denominations is in circulation. To qualify, in-person applicants must scratch tickets within view of a Customer Service Representative at City Hall. Tickets for online applications will be scratched, in front of a witness, by a Customer Service Representative at City Hall. The maximum rebate amount per application is $200, including GST. In the case of receipts exceeding $200, the rebate percentage value will be calculated based on the $200 maximum.
  7. The Applicant agrees the Eligible Product has been installed in the specified dwelling and that purchases and installations are of new condition and for non-commercial use only.
  8. The Program is for existing and new homes. An existing home is any home built more than six (6) months prior to installations, replacements, and/or upgrades.
  9. The Applicant is responsible for meeting all Program requirements and complying with any laws, regulations, or by-laws regarding permits, codes, restrictions, and/or inspections in relation to products or equipment installed.
  10. The Applicant shall be responsible for any direct or indirect taxes, duties, levies, fees, or like charges incurred by Applicant as a result of participation in the Program and hereby indemnifies HAT Smart for the same.
  11. The Applicant agrees that it is solely responsible for, and liable for, the selection, purchase, installation, and ownership/maintenance of the products included in the submitted rebate application and that HAT Smart is not affiliated in any way with the manufacturer, distributor, dealer, and/or installer of the product.
  12. The Applicant acknowledges and agrees that HAT Smart makes no representation or warranty, whether expressed, implied, direct or indirect, with respect to the products, services or other measures that the Applicant has purchased and which is the subject matter of the rebate application.
  13. The Applicant further acknowledges and agrees that HAT Smart is not responsible for the design, verification, and/or operation of the product, and accepts no liability nor makes any representations with respect to estimated or possible energy savings that will be incurred in the function of the products, services or measures, and/or the installation, performance, reliability, safety, use or fitness of the products for the Applicant's particular purpose.
  14. Any other rebate(s), discount(s) and/or incentive(s) offered and/or provided by any government agency, institution, manufacturer, distributor, dealer and/or installer are separate and distinct from the Program and HAT Smart shall not be responsible for the administration or payment of the same nor be responsible for the erroneous submission of other rebate(s), discount(s) and/or incentive(s) to HAT Smart.
  15. The Applicant agrees that combined incentives from government programs shall not exceed 100% of Eligible Product costs.
  16. Complementary municipal, provincial, and/or corporate rebates administered by HAT Smart may have different eligibility criteria including, but not limited to, unique start and end dates. Visit www.hatsmart.ca for a complete listing of available rebates and eligibility criteria.
  17. The Applicant consents to the disclosure of information to HAT Smart and its contractors, employees and partners. HAT Smart undertakes that the information provided in the application will not be sold or distributed for commercial or promotional purposes or financial gain.
  18. HAT Smart reserves the right to change or terminate the Program at any time without notice or explanation. HAT Smart will use reasonable efforts to administer a completed eligible application received prior to such a change or termination of the Program in accordance with the Program as it existed effective as of the date of the completed eligible application.
  19. The Applicant is responsible for researching and ensuring they qualify under applicable eligibility criteria and the Applicant hereby indemnify HAT Smart against any liability for the same.
  20. HAT Smart does not guarantee energy savings, of any amount(s), by participation with the purchase and use of the Eligible Product as part of the Program.
  21. HAT Smart accepts no responsibility for incomplete applications which will neither be processed nor held by HAT Smart. HAT Smart is not responsible for incomplete, lost, late or misdirected mail or illegible submissions.
  22. The Goods and Services Tax (GST) is not considered a part of the total project costs; therefore, HAT Smart rebates will be based on pre-tax amounts and will not exceed the amount of total project costs (less GST), regardless of the maximum listed rebate amount.
  23. A copy of the purchase receipt or other information relevant to the rebate being applied for is required. Omission of such required information will result in an incomplete application. Required Documentation details can be found on the HAT Smart website.
  24. The Applicant should retain a copy of the application form and all required documentation as the Applicant's original application and purchase receipt will not be returned by HAT Smart.
  25. In submitting this application, the Applicant consents to the collection and use, disclosure and retention of the personal information herein provided for five years following which such information will be destroyed or made anonymous.
  26. The Applicant should allow at least 4 (four) weeks to process the application. If approved, your rebate will be applied to your City of Medicine Hat utility account (Applicant must live at the installation address).

Frequently asked questions

How many chances do I get to do a Scratch & Win?

You are allowed one application per residential address during the program duration.

I have a receipt for items I purchased a while ago. Can I still use those receipts?

Yes, provided that the date on the receipt falls within the current calendar year.

Is it okay if my receipt is for more than $200?

Yes, receipts can total more than $200, but the Scratch & Win percentage value will be calculated based on the $200 maximum. For instance, if the total value of your receipt is $500 and you select a scratch ticket with an 80% savings, you'll get a rebate of $160.

I have an idea for an item not on the list. Would it be eligible?

Most likely, as long as it saves natural gas or electricity. We are always open to customer suggestions and new technology. Contact HAT Smart at 403-502-8799 to confirm eligibility.

Of the items on your list, what results in the best savings and shortest payback period?

Switching to light-emitting diode (LED) lights is an easy way to see quick results. Changing one bulb from an incandescent to a LED will result in an immediate savings of 80% on the energy needed for the light.

Should I focus on buying items that save natural gas or electricity?

Focus on saving electricity. With the current natural gas prices being low, it is more economical to invest your money in electricity efficiency improvements first.

Plan your purchases as close as possible to $200 to maximize your winnings.

I live in a condo. Can I apply for the Scratch & Win rebate?

Yes, if you personally receive a utility bill from the City (i.e. have an active utility account in your name - your own gas or electric meter). If your utilities are paid for through your condo fees or by the condo association, you would not be eligible since the condo building itself would then be considered a commercial enterprise.

I live outside of Medicine Hat. Am I eligible for the HAT Smart rebates?

If you currently receive a residential electric or natural gas bill from the City of Medicine Hat, you are eligible to apply.

Am I guaranteed to receive funding if I apply?

All applications are subject to approval by HAT Smart. A completed application form is NOT a guarantee of eligibility for a rebate under the program, nor payment of the rebate itself. Rebates are issued on a first come, first served basis and an incomplete application form can result in a delay of payment or no payment if program funds have been exhausted.
